Professor Bellenger taught me best practices in public personnel management and prepared me to work within a government organization and talented employees. He explores the history of civil service in the United States, the legal environment, and capabilities such as recruiting and selecting, training and development, and job classification and compensation. In this assignment, I analyzed the demands of work pressure and work time, so that public managers can clearly understand the situation of human resources management and the competitive advantage of the talent market. In the process of learning human resource management, the management of employees in an organization is a daily task that must be carried out. However, the organization also needs to consider the competitiveness of the organization in the talent market when developing the employee management system, and at the same time, the organization needs to monitor the work of the employees in compliance with the market norms. I was able to describe and identify the key fundamental aspects and evolution of civil service employment after the class. I am capable of identifying and avoiding legal pitfalls that may affect public personnel management. I understand how to apply best practices to a wide range of problems that arise in public organizations. I could very well describe ways in which public personnel management aligns with organizations' strategic intent.
